I Can't open songlist_editor.exe Empty

I Can't open songlist_editor.exe, it flashes a black menu for a second, and closes. I've tried both versions, replacing the dll, resetting my exe settings, nothing. I'm using windows xp.

Any ideas what the problem is would be great because I really want to add songs. Sad
